President Seymour called the meeting to order at 7:40 A.M.
Ron Kane moved that the minutes of the October 28, 2002 meeting be approved as
distributed.
Christina Hannah seconded. Passed unanimously.
Membership:
Harry Richards distributed membership reports to the committee. As of 12/2/02,
there are 116 paid institution members and 1 associate member. There are 31 new
members for 02-03 and a loss of 43 members, for a net loss of 12 members.
Members of the Executive Committee were encouraged to review the list and
contact friends and colleagues to encourage membership as well as make sure they
had also paid. A follow-up mailing to last year members who have yet to pay is
planned.
Awards:
Harry Richards reported that the award mailings had been sent in mid November.

Conference 2004:
Chris reported on her progress in securing a site for the 2004 annual meeting.
Locations include Georgetown, College Park, Baltimore and Annapolis. A straw
vote of those present was taken and consensus was that Chris should seriously
consider the Conference Center at College Park.

At the meeting there was agreement that a second session on post 9-11 impacts
on the campus, under the general topic of Homeland Security. Specifically, Ron
agreed to moderate a second session focusing on the impact of new laws and
practices that institutions are now being asked to implement, including
bio-security. Subsequent to our executive committee meeting, and at a session
dealing specifically with Homeland Security issues, Bruce Mallory, Dean at UNH
raised a question addressing some of the social policy implications associated
with homeland security. The result of this questions lead to an ad hoc session
attended by about 30 conference participants, including some members of our
executive committee. It has been suggested that we should consider this broader
discussion of Homeland Security as the 8th plenary at NAGS. A copy of a proposal
is attached to these minutes. Two specific questions for the Executive
Committee: Is there support to have the 8th plenary redesigned to focus on the
more intellectual discussion as proposed by Bruce? If the answer to that is yes,
does anyone on the executive committee wish to moderate, or do we want to ask
Bruce to organize?
